In America, your driver's license is your ID. Without an SSN, even the application becomes a test.

US driver's license for non-residents without an SSN

Part of the guide Arriving in the USA: your first 90 days as a checklist

A driver's license is more than a document that lets you drive legally in the USA. It also serves as proof of identity for important forms and applications. Getting a license is easy with a Social Security number (SSN), but people without one often struggle to get an American driver's license. Immigrants are hit hardest by this. The good news: some states are changing their laws and now issue licenses without an SSN. In this article we explain how it works and how you can get your driver's license without a Social Security number.

1Can you get a US driver's license without an SSN?

In the USA, whether you can apply for a driver's license without a Social Security number depends on the state. Generally you have to meet certain requirements, including submitting an application form, passing the driving test and paying the fee. Many states, however, ask for additional documents, including a copy of your original Social Security card showing your unique SSN. You should apply for your Social Security card as soon as you immigrate or move to the USA. Some states, such as Indiana, accept alternatives like a Form W-2.

2Which states issue a license without an SSN?

There are, however, some US states that issue a driver's license without a Social Security number (SSN). Currently there are 13 states in total, including California, Colorado, Delaware, Connecticut, New York, Utah, New Mexico, Maryland, Illinois, Vermont, Washington and Hawaii. New Jersey was the most recent to join. Some states have even introduced bills to let undocumented immigrants get a driver's license too. These include Florida, New Jersey, New York, North Carolina, Texas, Massachusetts, Minnesota, Kansas and Oregon.

If you live in a state not listed here, you probably can't get a driver's license without a Social Security number. If you are eligible, though, you'll need to apply for a Social Security number first.

3How to apply for a driver's license without a Social Security number

The process for applying for a US driver's license without a Social Security number (SSN) varies by state. As a rule, you'll need to present another document that can stand in for the Social Security card.

In Texas, for example, you have to sign an affidavit stating that you either don't have an SSN, have never been issued one, or aren't eligible to apply for one. Texas will not, however, issue a commercial driver's license (CDL) if you aren't eligible for an SSN. So before you apply for a license in Texas, find out whether you're eligible for an SSN: if you are, you must give your SSN on the application; if not, you sign the affidavit (Form DL-13), which isn't enough for a CDL.

In California, by contrast, you don't need an affidavit. Instead, you submit documents to the California Department of Motor Vehicles showing that you're allowed to stay in the USA legally.

You may need additional documents proving your identity, your residence and your status in the USA. A military ID, a birth certificate or mortgage documents may also be requested.

Besides the required documents, you'll be asked to take a driving test to assess your ability as a driver. You'll need to pass a road test of your driving skills, a vision test and a written exam on the traffic rules. Naturally, this varies from state to state.

4The benefits of a US driver's license

A driver's license is more than a document confirming you're allowed to drive on American roads. It opens up a world of possibilities, especially if you're an immigrant without a full set of documents:

- It's recognized as official ID. That's especially helpful if you don't have any other official identity document. With a driver's license you can also open a US bank account and enroll in schools, colleges and universities. And in an accident, the police can organize help quickly by identifying you from your license.

- If you want to apply for credit, a driver's license also comes in handy as proof of identity.

- On top of that, since May 7, 2025, a REAL ID-compliant driver's license gets you through security on domestic flights; without one you'll need your passport or another approved ID. That's extremely useful for foreigners who travel long distances within the USA for personal or business reasons.

- Finally, you can get cheaper car insurance and save money. Most insurers are wary of drivers who come from abroad, for example from Europe, and hold a license issued there. With a US-issued license, on the other hand, drivers can take out car insurance without any trouble.
